General Statement of Duties and Responsibilities:
The Group Insurance Commission is responsible for designing, bidding, contracting and monitoring health care, mental health care, life insurance, long-term disability and dental and vision programs and services for some 286,000 state and certain municipal employees, retirees and their dependents. These responsibilities are pursuant to the agency’s statutory authority in Mass. General Laws chapters 32A and B.The Commission is seeking an Associate General Counsel who will be a critical member of the agency and will work with a variety of cross-functional teams in a fast-paced environment to support the agency’s initiatives and programs.
Major responsibilities:
The Associate General Counsel is charged with providing legal oversight and coordination and implementation of Group Insurance Commission programs, initiatives, policies, and legislation. The attorney in this position directs and manages all litigation involving the Commission with support of the Attorney General, and has lead responsibility representing the agency with other legal forums.
The Associate General Counsel is charged with providing effective legal counsel to the Commission and its staff. Other responsibilities of this position include:
Negotiating contracts and other legal instruments entered into by the Commission and monitoring program carriers’ contractual compliance; and
Monitoring, analyzing and commenting on new state and federal legislation and representing the Commission in policy and legislative discourse with officials within and beyond state and municipal government.
Detailed duties and responsibilities:
1. Provide advice and counsel to the Commission and all agency divisions and units about legal questions and matters relating to the interpretation of GIC documents and contracts; provide legal counsel to the Executive Director, Commission members, the agency’s Institutional Review Board and staff through attendance at general and special meetings; participate as a member of the Commission’s senior management team.
2. Direct and manage all affirmative and defensive litigation involving the Commission, overseeing legal strategy with the Attorney General’s office and third party counsel in prosecuting/defending and settling complex and often technical cases through pretrial, trial and appellate judicial review. The Associate General Counsel is responsible for representing the Commission before MCAD and arbitration hearings.
3. Provide legal oversight of intra-agency teams that implement and manage the agency’s mental health, health care, long-term disability and life insurance and municipal programs and initiatives. The intra-agency teams include other senior management staff from Fiscal, Policy/Program Management, Operations, Systems and Public Information Divisions. Such teams set policy and strategic priorities and oversee procurements, program design and implementation.
4. Draft, review, edit or approve legislation and detailed and complex contract specifications, negotiate contracts and other legal instruments, draft and promulgate regulations.
5. Oversee appeals process and sign off on all appeals-related materials and major agency communications; review and approve communications to statewide reporting locations; prepare, draft or approve agency rules and procedures. Serve as legal advisor to the Commission’s Institutional Review Board.
6. Serve as municipal law liaison to the public pursuant to the Commission’s mandate to provide legal interpretation of certain municipal law.
7. Serve as procurement advisor and participant in the Commission’s various procurements.
Qualifications:
Minimum Entrance Requirements: Applicants must have at least (A) one year of full-time, or equivalent part-time, professional experience in the practice of law or in a position requiring membership in the Bar. Special Requirements: Membership in the Massachusetts Bar. Based on assignment, possession of a current and valid Massachusetts Class 3 Motor Vehicle Operator's License may be required.

The Group Insurance Commission (GIC) was established by the Legislature in 1955 to provide and administer health insurance and other benefits to the Commonwealth's employees and retirees, and their dependents and survivors. The GIC also covers housing and redevelopment authorities' personnel, and some municipalities, retired municipal employees and teachers in certain governmental units.

Qualifications:

Qualifications: Strong understanding of Windows, MacIntosh, Unix, and Linux operating systems. Experience with Microsoft Office Suite, VMWare, FTK, ILook, Paraben, and EnCase software applications and programs. EnCase and FTK certification a plus. Attention to detail a must.
Bachelor's degree in computer science or related field; and/or certification in field of digital data recovery and analysis.

CRIMINAL APPELLATE LAWYERS NEEDED
The Committee for Public Counsel Services (“CPCS”), the Massachusetts public defender agency, is seeking attorneys to serve on the post-conviction panel of the Criminal Appeals Unit of the Private Counsel Division. Members of the panel receive assignments from CPCS to represent indigent criminal defendants on direct appeal from convictions in state court and in connection with motions for new trial and other post-conviction matters. Qualified attorneys should have strong research and writing skills and a commitment to zealous representation of indigent criminal defendants. Experience in criminal law and/or appellate practice is strongly preferred.

Representing the D.I.A. in its role as insurer in uninsured cases under Section 65 and in reimbursement matters under Section 35C and 37/37 A at conferences and hearings before the Division of Dispute Resolution.
